Bubbling Springs lower pond project has loan approval

The Bubbling Springs Lower Pond Dam reconstruction project is moving ahead. The Township of West Milford recently received necessary loan approval under the New Jersey Department of Environmental Protection Dam Restoration Loan Program. West Milford Supervising Engineering Aide Eric Miller said he has met with the consulting dam engineer to create a work schedule and move forward with the project as required by the NJDEP.
Miller reported that the township loan will cover construction, easement, final design and permitting costs.
A 2008 Hazard Classification Study and 2009 Regular inspection report by the state said the dam did not meet the spillway design as required. Miller said the pond, located below the main swim lake at Bubbling Springs Park, is integral to aeration of the main lake.
The loan request was authorized by the council in May.
A competitive bidding contract was approved for Mike Fitzpatrick and Son of Cozy Lake Road, Oak Ridge not to exceed $525,090.
Nosenzo Park The Nosenzo Pond Dam, a township-owned Class II dam, is required by the New Jersey Department of Environmental Protection to have regular inspections every two years with a formal inspection every ten years.
With a regular inspection due before the end of the current year a proposal was requested from the consulting township engineer to complete field work and a report in advance of the deadline and this was accomplished.
Due to the window for turf germination having passed with winter weather setting in, there is a time extension for putting in the turf field at the park until spring 2018.
